Call for Proposals: Consultant for North Africa Baseline Study

Paradigm Initiative (PIN) invites qualified consultants to submit proposals to conduct a Baseline and Feasibility Study on the organisation’s potential expansion into North Africa. The study will provide strategic guidance on programme relevance, country prioritisation, partnership opportunities, and operational requirements for establishing a presence in the regions.

 

Paradigm Initiative is a pan-African nonprofit advancing digital rights and digital inclusion across the continent. Through policy advocacy, capacity building, research, and strategic litigation, PIN promotes a rights-respecting and inclusive digital environment. With regional offices in six African countries and programmes active across the continent, PIN works to protect internet freedom and expand equitable access to digital opportunities, especially for under-served young people.

 

PIN’s initiatives include the Digital Rights and Inclusion Forum (DRIF), community-based digital literacy programmes, and creative advocacy through films and publications. Working closely with civil society, policymakers, and local communities, PIN drives policy reform and strengthens protections for human rights in the digital space. PIN also collaborates with global partners to advance digital inclusion and digital rights beyond Africa. As part of evaluating its long-term strategic direction for 2026 and beyond, PIN seeks evidence-based insights on the viability and entry pathway for deepening work in North Africa.

 

Scope of Work

The consultant will be responsible for producing a comprehensive analysis covering:

 

Regional Relevance and Programmatic Fit

  • Assessment of North Africa’s digital rights and digital inclusion landscape
  • Identification of opportunities relevant to PIN’s programmes
  • Analysis of potential for DRIF-related activities in the region

 

Country Prioritisation
Comparative assessment of Algeria, Egypt, Mauritania, Morocco, Sudan, Tunisia, including:

  • Civic space and human rights environment
  • Digital policy and internet freedom
  • Partnerships and networks
  • Operational feasibility and risks
  • Recommendation of one primary base country and secondary countries

 

Programme Recommendations

  • Identification of intervention gaps (advocacy, litigation, capacity building, research, digital security support, etc.)
  • Recommendations for sample programmes and activities for 2026-2027

 

Partnership Mapping

  • Comprehensive mapping of national and regional organisations
  • Potential partners for programme implementation and DRIF collaborations
  • Suggested partnership models

 

Legal, Operational and Financial Analysis

  • NGO laws, registration pathways, restrictions, and compliance requirements
  • Estimated operating costs for NGOs in the regions
  • Stratup and programme budget projections for 2026-2028
  • HR landscape and recommended staffing profile

 

Timeline and Implementation Pathway

  • Proposed timeline for establishing presence, programme launch, and staffing
  • Feasibility assessment for potential DRIF activities in 2027/2028

 

Deliverables

  1. Inception report with methodology, stakeholder list, and comparison framework
  2. Draft Baseline Study Report
  3. Presentation to PIN Leadership
  4. Final Baseline Study Report with annexes

 

Consultant Qualifications

  • Demonstrated experience working on digital rights, human rights, civic space, or governance issues in North Africa or MENA
  • Track record in conducting baseline studies, feasibility assessments, or regional scans
  • Strong understanding of NGO operational, legal, and donor landscapes
  • Excellent analytical, writing, and research skills
  • English required; French an added advantage

 

Timeline

The assignment will run for approximately three months from the date of engagement.
