DESCRIPTION:Over the past decade\, Cameroon has experienced a complex digital governance environment shaped by political tensions\, security concerns\, and increasing state control over information flows. The post-election context in Cameroon continues to raise concerns about the protection of digital rights\, particularly regarding freedom of expression\, access to information\, and privacy. \nOne of the most emblematic cases remains the prolonged internet shutdowns in the Anglophone regions between 2017 and 2018\, which disrupted economic activity\, limited civic participation\, and restricted access to information. These actions highlighted structural weaknesses in legal safeguards against arbitrary digital rights restrictions and raised important questions about accountability mechanisms.

SUMMARY:Net Rights Coalition learning call: Human rights implications and policy gaps in delivering digital social protection (DSP) services across Africa
DESCRIPTION:Digital Social Protection (DSP) systems\, which leverage digital IDs\, biometric verification\, mobile payments and AI-driven targeting\, promise efficiency\, reduced fraud and expanded coverage for vulnerable populations. These include informal workers\, women\, youth\, migrants and persons with disabilities. However\, rapid digitisation has amplified the risks\, as seen in poor rural connectivity across different countries in Africa and power outages\, which impact on the use of DSP by these marginalised groups. This will be the focus of the June 4 Net Rights Coalition (NRC) learning call on June 4\, 2026\,as we share insights on inclusion and exclusion\, data risks and best practices in DSP implementation.
